When to add steeping grain

I have an all grain recipe. It requires some steeping grain and some boil grain. Trying to figure out when to add the steeping grain vs the boil grain.
 
You typically never boil grains but mash them to get the starches to convert to sugars. Actually boiling grains isn't going to do much for you because the higher temperatures will result in primarily unfermentable sugars.

Can you post the complete recipe so we can give you answers more specific to your situation.
