OK, you're not going to achieve the light color you want if you use LME. If you want a light colored brew then switch to DME. Use Extra Light DME as a base malt.

Since you're doing a 3 gal boil use about 3 lbs of the LME.

Add the hops per the schedule.

At 45 ins into the boil remove the pot form the heat and add the remaining LME.

Make sure all the LME is dissolved before turning the heat back on. COntinue to boil per the recipe.

Its been awhile, but I would use about 1/4 of your LME at the beginning of boil then add remaining around 20 to 15 left in boil.

What brand of LME are you using? Our extra light LME has a lovibond of 1. Yes, 1. 2-row has a lovibond of 1.8. Our extract is lighter than the lightest base grain.

It won't hurt to do a late addition but with some extracts you don't have to.
It is possible to make an extract batch that is just as light as an all-grain batch.

so should i add my LME before i add my amarillo hop addition? how long does it typically take for the LME to dissolve when adding the late addition?

You can add the 20% of the extract before the hops and the rest of the extract at flame out. This will help cool the wort.
