I have a home-made water bath that does great at warming, but cooling is an issue due to water volume, so I'd ideally like a container that has 1-2" of clearance around the bucket so I can get a low-volume "sleeve" of water so that I can more responsively change the temperature when needed.

I'm looking around and 16" inner diameter buckets are not easy to find. I can get a $90 stock pot that's around the dimensions I need, but I don't need fancy stainless / ceramic. I found PVC pipe, but in those dimension it's $30 a foot and only sold in 10 foot measurements xD
 
I have a rope bucket currently, but the diameter is around 20" which is a little too wide. It takes about 15 gallons to get the water up the majority of the bucket and my 10 quart reservoir can't handle dropping that much water below room temperature and maintaining it :(
 
Try your local bakery for a frosting bucket.........Don't have one handy at the moment, but the diameter seems familiar.

They are shorter and a bigger diameter than a standard 5 gal. bucket, at least the ones I've picked up at my local Publix store.
