What would happen if I were to take a 1 gallon beer kit, boil it, divide it in half, add fermentable sugars to raise the ABV, and add water to each half to turn 1 gallon into 2?

Would it just be a more watered-down tasting beer?

I’ve never done anything smaller than 5 gallon- just asking to see if it would be possible to test different additives.

You'll make St. Ides :p Just kidding. Yes it will be watered down noticeably, depending on the starting grain bill obviously.
 
You are going to have less malt and hop flavors, and a boozier hotter beer.
 
What about hops in the boil?

I think you'll have two unbalanced beers that aren't going to taste very good unless you take steps to scale up the full recipe and account for top-up water.
