Hello all. I'm just getting into home brewing. I picked up a kit second hand, and I can't figure out the purpose of one the pieces. Does anybody recognize this?

Isn't it supposed to spray water only when you lower a bottle down onto it? I have one which has two tips which I believe is from the same manufacturer as the one in the OP. It has a "hovering" cap or whatever and doesn't open the nozzle until I lower a bottle on to that thing that hovers.
