What is the alpha acid % of the cascades you're planning on using? When I make an 'all low AA% hop' India pale ale, I'll cheat and use a higher AA% hop for bittering. You'd need upwards of 12 oz of typical cascades (5% or so AA) to reach the appropriate IBU range for and IPA. According to BrewPal, the recipe above is 55 IBU. Try this one:

.75# crystal 40L
2 oz. Cascade (60min)
1 oz. Cascade (30min)
2 oz. Cascade (15min)
2 oz. Cascade (00min)
2 oz. Cascade (7 days dry hop)
2 packs wyeast 1272 American Ale II

ABV 6.2 IBU 69
