Saw this Fizzics CO2 injector for bottled and canned beer today. Do you think it would be useful for bottled homebrew that didn't carb for some reason?

LolNo. This relies on the beers carbonation to work. It applies ultrasonics to get the bubbles moving in a way to simulate a nitro pour. If anything this will reduce carbonation on your pour.
+1. My brother brought one over at Thanksgiving he got as a gift to try out. I have my first batch that is under carbed, when pouring it looked more carbed, but had the same taste/mouth feel. We also tried it on some cheaper beers, which I'd did change the taste of, which some identified as off/or watered down slightly, really it was just flatter drinking.No. This relies on the beers carbonation to work.
