Under carbed but not really. I'm confused

I searched for the answer to this and didn't have any luck so excuse me if this is redundant. I have been bottle carving a batch for 2 to three weeks now and cracked one open. The head on the beer is huge but to taste, it is still very flat tasting. What could cause such a thing?

What temperature did you carb at and exactly how long?

How long did you chill it prior to serving and what temperature are you serving it at?

I carbed it for about three weeks at 70 degrees and just chilled it in the freezer for a half hour before I cracked it open.

I would do one of two things, if not both, let it sit for another week and test it again and/or put a bottle in the fridge for at least 48 hours before sampling again.
