Trouble proofing yeast

This may belong in the beginners section, but I tried to proof 2 different packets of S-04. I tried doing the sugar solution as described here: http://www.howtobrew.com/section1/chapter1-1.html

Nothing happened. I pitched one into the batch...since they were the only 2 I had and the fermentation has been vigorous...so I can only imagine I am doing something wrong when proofing?

Vigorous fermentation... There's your proof! I usually rehydrate when using dry yeast but have never proofed before pitching.
