I'm planning on brewing a Black IPA and have come up with the following recipe. I would be grateful of input/suggestions/criticism etc.

5 Gallons

11lbs Briess 2 Row
13oz Carafa Special III
8.3oz Carahell
4.5oz Flaked Oats
3oz caraaroma

1oz Columbus FWH
1.25oz Centennial 15mins
1.25oz Centennial 10mins
2oz Columbus 0mins
1.5oz Centennial 0mins

Perhaps dry hop with 3-4oz Columbus Centennial mix

Mash at 152F OG 1.070 IBU 85
Wyeast 1098 @ 68F
 
I like to use Midnight Wheat in my black IPA's. Just a few ounces should give you the dark color you need without any chocolate or roasty notes you may find in a porter. Helps with differentiating between the styles.
 
looks good to me... carafa II/III (special), debittered black, midnight wheat... they all do the same thing. i typically add .75 to 1 lb per batch (5 gal).
 
I was about 5-10% debitterred black malt and it gave a soft, mild roasted quality and deep black color without any harshness. That's basically where you are at now and good starting point IMO. After that batch I decided I didn't need less and maybe would add a touch of chocolate malt if I wanted to go all out.

Not familiar with caramel malts you have but they don't seem overbearing. Some Munich/Vienna could be nice too.
