Post Mash, I lifted my grain basket up and to rest. Before beginning my Sparge, i switched my heating element to NORMAL and my temp controller to BOIL....Why is it taking sooooo long to come up to boil temp?

Because the US version is underpowered.
Insulating the vessel can help, but using a heatstick seems to be the best way to speed up heating.
