I am making a Classic English Pale Ale. I know the fermentation temp needs to be between 68-72 degrees per the directions.. My question is... Does anything happen if the temp is colder than 68 degrees..??

It has been my expierence that the esters are less pronounced when fermented cooler. 67-68 has been my sweet spot for London Ale and 65-66 for ESB. But that is just my preference. I would not let it get below 60 because the yeast could go dormant. Although I have heard of 1056 fermenting around 50F.
 
68-72 is the optimum fermentation temperature for the yeast, if you ferment cooler you will reduce the ester production slightly, as well as, slow your fermentation (it may take longer to finish).

Having said that, fermenting at 60F or lower will cause most yeast to begin to go dormant.

Also, if you are using an english yeast strain most of them have a fairly high flocculation rate, so fermenting too cold is not necessarily a good thing.
