Take Weight on Aluminum CO2 tank

I’m starting to refill my smaller CO2 cylinders and was wondering:
Does anyone know if the Tare Weight (TW) stamped on the cylinder "includes" the valve’s weight that’s attached to the cylinder ?

Yes, the "T" or "TW" includes the valve assembly.

Do you have the special high pressure hose for this job?
Does it have a bleeder nozzle attached to it?

I Have one in my "Cart" on Amazon. Seems to have everything needed that you mentioned. It’s specifically made for CO2 transfers.
