Can you store a local beer place that fills a 5 gallon ball lock keg and not go flat? Not sure if im asking this right. But basically if a place will fill my keg up with a beer like Coors light, will it go flat if I put a recommended co2 to it?

Not sure who you will find to fill a 5gal corny with commercial beer, but it will not be flat so long as you keep and serve it under pressure.

I've heard of some craft breweries filling cornies for people. Whether you have to use their keg (which wouldn't be a cornie, it would be a sanke) is up to them and probably the laws in your state and locality.
