One of my kegs, regardless of serving pressure, pours extremely slowly. I have disassembled the keg and reassembled it multiple times without avail. ANy ideas as to what the issue could be?

It seems to only happen with beer.... I dispensed some star san from it to sanitize my lines and it seemed to pour faster.
 
Diptube has been cleaned. The keg was rebuilt so it SHOULDN'T be the poppet but I will check it one the keg is killed or if I have time to transfer to another keg.
