I thought it came from the BBC "Rumpole of the Bailey" But after your post, I did a quick google and see that "She: A History of Adventure" was a novel written in the 1800s, and featured our favorite acronym. So, Rumpole was making a literary reference when he used it.

Another bit of useless knowledge added to my storehouse . . . .
