Sculpin IPA Clone?

Does anyone know of a good clone recipe for Sculpin? I think I know how to handle the hops, but I'm curious about the grain bill. It seems like it would be pretty minimal, probably mostly base malt and not much else, but that's where I need some help.
The thing I love most about this beer is its extreme emphasis on hop character with virtually no grain character. How do I accomplish this? Thanks!

A fine beer indeed. Check out the link below. I have made this a couple of times to get the habanero sculpin served at their store but just can't get that BURRRNNNN right. the base tastes great though. check page 2 (i think) for the AG recipe.
