Rice Hulls and grist ratio

When you add a significant amount of rice hulls to your mash, do you need to take that into account when calculating your water to grist ratio? For example: (5 lbs 2-row, 5 lbs wheat malt, .5 lb rice hulls) would that be 10 or 10.5 lbs plugged into the equation?
 
Yes, you can either account for them in the water-to-grist ratio or you can presoak them. I choose to presoak to give them a washing.
 
Pre-soak to wash them and then it won't matter. I would highly advise to pre-soak, actually, as they're typically pretty dirty. Pre-soak with HOT water, discard the water, then add the saturated hulls to the mash. Because they're hot, you then should be able to completely factor them out of your grainbill & strike water calculations with regards to volume and temperature.
