My mom and her husband started beer importing and distributing companies a couple years ago. He does many tasting for clients every week and always brings home the partial bottles of left overs. Their fridge is full of left over flat beers.
This is what I came up with for transporting and keeping partial bottles fresher.
Started with the Winco Champagne bottle stopper.

Then added a Velcro cord strap.

The half inch width is small enough to attach through the opening on the bottle stopper wing. 8 inches or longer to wrap around and secure it.
Now if he has more than one tasting a day the beer remains partial carbonated and the leftovers are tasty when we come visit.
