Question about hops boil....

hi here is my question ,

what is the difference between , Boil 10 min Hops in only water then add it to the wort or kit. Vs Boil DME or LME for 10 min with Hops then add it to the wort ?

The 2 ways will be the same taste at the end ( talk about the hops taste ) or boil hops With the LME or DME will change the taste or bitterness ?

Boiling the DME or LME - this is the wort. What do you mean by "then add it to the wort"?

And, "Boil 10 min Hops in only water then add it to the wort or kit." - would this then be boiled?

As a generalization, I've read that boiling the hops in plain water imparts a harsh bitterness, although some disagree. Another generalization: Wort gravity while hops are boiling affects hop utilization (bitterness). As boil gravity increases, hop utilization goes down.
