How is the draft beer served in the 16 gallon Sankey Kegs (I think that's what they're called) pressurized? In the keg, prior to being transferred to the keg? Thanks.

The beer is transferred to the keg already carbonated and ready to drink. The CO2 is used only to maintain the serving level of carbonation AND to push out the beer through to the tap. The CO2 will replace the beer as you serve the keg. One full keg of beer going in, one full keg of CO2 going out.
