Pre chilling for plate chiller.

I am going to be purchasing a plate chiller shortly and am going to use a garden hose connection for water in. I live in Va and ground water is warm in the summer months. Is there a way to chill the water before sending it through the chiller? I am a total noob when it comes to plate chillers. thanks.
 
I bought a submersible pump from harbor freight. I recirculate with ground water until my wort is around 90*, then I fill a bucket with ice water and recirculate through the chiller.
