Newb question here:

* Cleaned secondary fermenter w/ PBW about an hour ago. When can I
sanitize ( w/ Idophor )?

I guess what I'm getting at is when can I rack to secondary? Does the secondary fermenter ( carboy ) need to be absolutely dry ( air dried? ) before I sanitize?

After I sanitize, does secondary need to be absolutely dry before I rack?

You can sanitize as soon as the PBW is rinsed out. AFAIK Iodophor is a no rinse sanitizer when used at the proper dilution and does not need to dry before racking.
 
The PBW just needs to be rinsed out thoroughly. Sanitizing while the carboy is wet is perfectly fine. In fact, that is my standard procedure. I have a little gizmo that rinses out the carboy and once the carboy is rinsed out thoroughly, I fill with sanitizer (I use Iodophor, but StarSan is good too), then drain, and use without rinsing.
