So I got my self a new kettle, and since I brew at home in my kitchen I tested the boil off in it by boiling 13L of water for an hour.
During this time I noticed I had to keep the lid kinda halfway on to get a decent rolling boil going, is this something I can do without worry? My logic tells me yes but thought it best to ask around a little before using it for real.

Should be good to go...stove might not be strong enough for the mass/size of the kettle so you'll need that top on slightly.
 
If it were me I would probably lean towards leaving the lid off to boil off DMS as much as possible even if it meant a little more of a simmering boil. It may not really matter though. If you do a search on lid on vs lid off boiling, you will find lots of experiments and ideas.

I was about to suggest, as Tim the Tool Man would, "MORE POWER!"

Propane burner outside would be able to roil the boil lid or no lid.
 
All you really need to get rid of DMS during the boil is visible convection (if the surface isn't still, then you are good) in the "boil." DMS boils at about 100°F, so all you need is some movement in the mass of liquid to bring the DMS near the surface so it can escape.
