My first brew appears to have a second krausen?

Hello all, this is my first brew and my first post so ill put in as much info as i can think of.

Brewing a NE DIPA
- Using London III yeast (two packs).
- OG was 1.095.
- It has been sitting around 68F; 71F when it was at peak fermentation.

It looked to be done on day 8 so we racked it to a glass secondary, (did not do gravity readings). Day 9 so we dry hopped it with 6oz straight into the carboy (no bag). Day 10 and it had this heavy foam, which looks like a 2nd krausen.

- Last 3 gravity readings have been 1.036.

Can anyone tell me whats going on? Did I rack it too soon? Did it get infected?

That looks like a lot of hops floating on top of the beer and no foam, hops don't normally sink they float. I don't know much about double IPAs nor do I know anything about NEDIPA but I do know that I think you fermented WAY to warm, however, I may be wrong. Your beer is sitting at 7.5% and has an apparent attenuation of 58% according to the brewer's friend ABV calculator so it may very well still be fermenting but for me, it's hard to tell.
 
according to Wyeast that yeasts attenuation is 71-75% so you are a bit low by the looks of things so it may be fermenting yet.
 
Looks like floating hops and some foam between the cones. Moving it to secondary occasionally produces visible signs of fermentation. (You don't mention a transfer on day 8-9 but mention racking) The process of adding the hops (and transfer if you did that) likely agitated it enough to stimulate a boost in the continued fermentation.

Yes, unless that temperature is specifically a part of making a NEIPA (I have never looked into making one) those temperatures are too high for most ales.

3 hydrometer readings taken when? Before the hop addition, after hops overt a different time?

I use WY1318 all the time. That is way too hot. Should be between 64-74. Ideally 66-72. That is probably dry hop matter on top but you probably have a little fermentation left.
 
Agh... This is what I get for feverishly blurting a question. Its been at 68-70F (dont know where i got 83). And also I was off on the SG, Its been at 1.036, going on 4 days now.
