In KY we have the Derby and the drink of the event is a mint julep, so I was thinking of a mint IPA, but I've just gotten started in home brewing and still learning. I've only used kits so far so creating a recipe from scratch seems difficult to me on adding mint to the wort and the type of hops to go with it. Any thought on the subject will be greatly welcomed and appreciated.
 
Polaris hops are very minty. You could use a kit and sub out some of the finishing hops for polaris.

If adding actual mint, use a very light hand. Its easy to make toothpaste.

I think you might be formulating my favourite toothpaste. Add some eucalyptus oils in secondary, stick to pale malt and ferment very clean.
