Leak in Regulator

I have an older GR style, so I have been told, regulator. It is leaking CO2 out the back of the regulator body. I assume it is the safety valve. I have put a new rebuild kit into it and it still leaks. The safety release valve appears to be non-removable. Is there any way to repair this regulator?
