I am making a porter and its in the primary right now. I want to add lactose in the secondary. My question is do I dump the amount I want in and stir or do I boil it first and then dump it in?
 
I'd boil it. Even if you don't need to sterilize it it will go into solution a lot faster that way and you won't be stirring and oxidizing your beer.
 
Porter ....... Lactose ...... Why????? This does not compute!
 
As @calder said "Why?" If you're looking for more body or mouthfeel or sweetness, look into incorporating some wheat into the recipe. My porter was brewed 1/2 pale malt and 1/2 dark wheat and it came out rather phenomenal. In your case, flaked wheat maybe?
