Keeping pets away from plants?

I added some bone meal and my dogs have discovered this and proceeded to break 2 of the shoots. Not the end of the world, but I’d like to avoid it going forward. Anyone have suggestions on solutions to keep pets out other than putting a big fence up?

Go to a garden store and get some spray repellent. They make different varieties for different critters. I've seen one that keeps dogs away.
