Put up 4 carboys of juice a week ago the 2 carboys of Niagara juice is bubbling and foaming nicely the peach and pear juice is bubbling but not much of a head on it is this normal or is there something I should do. Its in my basement at 60 deg used yeast nutrient and redstar yeast
 
Foaming isn't really an indication of a healthy fermentation.
Can you post the steps that you took to make the wine, please list anything that you added such as which yeast and any nutrients that you may have added, this will help us to help you.

Only thing I added was I Camden let sit for 24 hours then added redstar Cote blanc yeast, yeast nutrient, and 2 cups of sugar
 
You don't need to have any foam present to have a healthy fermentation, alot of the time that is from more of a wild yeast devolved with the fruit. most likely the low temp can make it sluggish but it shouldn't come to a halt. i would recommend bringing carboys to a warmer location. this time a year i use my bathroom to keep at a solid temp but each room in my house is controlled individually. best thing you can do is just use your hydrometer and keep tracking fermentation progress
 
I second the question of what yeast are you using? then I ask, have you checked the density for a change ? (hopefully density is going down) and to see if something is active .. listen to it.. hear the bubbles, let the wine talk to you. ( i am not completely crazy)
 
I used red star Cote blanc for the yeast it's bubbling pretty good only reason I as is I have 2 carboys of Niagara wine that are foaming and bubbling away and the peach and pear are just bubbling
 
well it has to do with partially the nutrient availability, impurities, etc that can cause the visible bubbles... if in doubt get out the hydrometer... ps are you in niagara or just using the juice from here?
