Typically, you're looking at "side-arms", from which (eventually) actual hop cones will sprout. Some strains have very short side-arms (ex: Centennial and Fuggles) others quite rangey (Chinook and Cascade).

Always let the side-arms grow, unless they're very close to the ground (you can trim those off to help avoid conveying critters up to the main plant)...

At the very least, if the main stem of the bine broke off, then what you're seeing below the break would be quite normal. The plant wants to grow one way or the other, and with the main bine cut off, sprouting side-arms would be "the other".

But it was going to send out side-arms eventually anyway...
