I racked an IPA extract into the secondary, now I have a clear layer of liquid about 1/4 inch thick on top is this correct. It was not there in primary

Did you forget to drain some sanitizer from the carboy?

How long has it been in the secondary?

Could be yeast flocculating out..... Dont freak out, every batch I ever brewed looks a little different.

yes there was some star san foam in there, going on day two. I was thinking that that is what it is from but was also told that foam is good and will have no effect on finish cause the ph of the beer kills it on contact.

Today when I got home the layer is gone but there are no bubbles through air lock. It was a extract and had good very good action for a couple days then settled to a FG of 1.012 in primary took seven days OG was 1.052 smelled and tasted good when going to secondary has been there for 3 days because of no action should I go to bottle

Keep checking the FG if it stays the same for three days, you're good to go. Three days isn't very long at all in the secondary, and remember that the airlock doesn't really mean anything.

holy run-on sentence batman, it sounds like it's ready for the bottle.
