had my stopper fall in on brew day, had to fish it out. i was as careful as i could be.

beer has been fermenting fine but is slowing down after about 7 days.

is my beer infected? obviously going to keep watching it and plan to bottle it regardless, but i am curious

Looks like yeast and other bits of Krausen to me. Check out this thread about whats called a pellicle. The formation of one is a tell tale sign of an infection in a clean beer, though there can be other symptoms of an infection without forming a pellicle (lactic acid development over time, continued attenuation, etc). Long story short, I think you're alright. Cheers!
 
I believe there are several HBT members that offer eco friendly disposal services for infected beers like yours. Yeast rafts have had me scratching my head a few times as well.

I would like to add that an infection, if you do ever happen to get one, will ONLY AFFECT THE FLAVOR of the beer. Sometimes they can actually turn out quite delicious (sours, for example) or will be a 'dumper' and will be lost. The reason I say that and stress the importance of it is that there is no known pathogen that can survive in beer. So, even if you do get an infection the beer will still be SAFE to drink, even though it may taste like dog s**t. Be diligent with sanitation and it will likely be a non issue. Cheers!
