I will be making 15 gallons, the mash water will typically be 7.5 gallons, than I want to add 2 gallons of mash out water to that. After I drain all 9.5 gallons. Do I use the recommended sparge gallon amount or do I use less because I did a mash out? Thanks!

You will not get 9.5 gallons in first runnings-- need to account for grain absorption. Then proceed as Denny suggests above.

You would use a reduced amount of sparge water if you're infusing a charge of mash out water to bring the mash temp up.

There are only so many sugars in that mass of grain and you should only produce so much pre-boil wort volume from that mass of grain based on your typical system efficiency. So the sparge volume goes down since you'll be adding a portion of that sparging water as that mash out step.
