All of the calculations I've seen for determing IBUs includes boil time, how does dry hopping work into the IBU number since there's no boil? Does it only count towards aroma and not towards bittering? Just curious.

dry hopping only adds aroma.
 
The bittering resins in hops will only dissolve in boiling water. Dry hopping might contribute some resin floaties, but as long as you don't chew your beer ...
