How to go from homebrew to microbrew?

My buddy and I have been homebrewing for a while, and I really think our local area (Eastern Pennsylvania) would be a great market for craft brewed cider. I'd love to find out what it would take to legally produce and sell cider, but frankly have no idea where to start. Any insight on Pennsylvania producing/selling laws, or advice on where to obtain such information, would be greatly appreciated.

Make sure to get familiar with Federal and local laws in addition to state law.
