How do you choose hops?

So I'm looking to brew a batch of Sah'Tea, or at least something close to it. Without any knowledge of the hops in the beer, how do I pick them, how to I determine when to add them, and how to I come up with the target IBUs? Thanks for any help.

Also, if anyone has hop suggestions for the brew it would be great, but I'd love to hear how/why you came up with them.

I'm not sure they use hops in this one. If they do, they're extremely subdued, so maybe go for something mellow. I Google'd it and found nothing about the hop used. Apparently they use juniper berries instead. I wouldn't worry about IBUs since it clocks in at 6 IBUs on DFH's website.
