yes. I usually do 11 gallon for double batches to get 10 to fermenters, which is 12.5 gallon preboil. I have no problem in a keggle.
 
My preboil volume is 13.7G it's tight in a 15G pot. If you are careful it will be OK, That being said I would get the 20G if I had to do it again the cost difference wasn't much
 
15 gal is fine for double batches, (for me, 11 gal into 2 fermenters). Watch close for foam before the hot break, or say eff it and hit it with some fermcap. No worries.
