I can affirm that the Blichmann false bottom works very well with a wide open March 815 pump with an appropriate crush.

Is there a reason to not just "do it all". Theres a bunch of recommendations and methods to improve flow. Is the cost prohibitive or too much work involved?

I don't see why you couldn't do all of it. I've never conditioned my grain, made the mistake of buying 10 lbs of rice hulls so I have a lifetime supply, but from what I've read conditioning eliminates the need for hulls for most beers so it would be overkill to both condition grains and use hulls. Unless there is a drawback to too loose of a grain bed?

Bringing Sour Back
- Wider mash tun - I'll upgrade as a last resort if needed
- False bottom - getting this for next brew, probably the one from brewhardware
- Large bore tubing and fittings - all my tubing and fittings are 1/2" inner diameter (except the pump head output which looks a little smaller)
- More interact husks (wide gap, low RPM, grain conditioning) - I condition my grain and I'll need to find a gap that works with the new false bottom + recirc
- Rice hulls - they're cheap enough to use if needed, but I think it makes sense to adjust other parameters so they're not needed
- Thin mash - I do full volume mashing
- Other things - my tubing is as short as possible and my return is submerged, both of which should reduce flow resistance. Also I don't have any 90° bends

The one with standard holes works quite well for me, is easy to clean. Have not used the slotted type, so I don't know if it is better.
