The question is, since that is a local paper, if that is just anecdotal or whether it really is a sign of a bad crop. From what I was able to find, North Dakota on the whole provides somewhere around 30% of the grain used for malting in the US, so it may be a matter of US grain being of lower quality instead, rather than an issue of price.
