the secondary has some small floating yeast things in it. is it ok to bottle? should i use a muslin bag as a filter on the siphon?

A picture would help....But they are more than likely yeast rafts....all is well, it's just yeast buoyed up by rising co2....it is the most common new brewer freakout on here. Rarely is the surface of a beer ever perfectly clear. There's always colonies of yeast floating around, and stuff being kicked up by co2.

Now as to whether it is time to bottle, only your hydrometer knows for sure.

You need to check FG over a few days to make sure it's stable. I've racked beer into my bottling bucket with the little yeast "party barges" floating on top. Been good so far. :)
