First time yeast starter. Fermentation done?

I brewed my first batch with a liquid yeast starter (California strain). I'm brewing a session ipa so it has a pretty low gravity to begin with. The first few days my airlock was almost whistling there was so much activity. Then it stopped completely after like 3 or 4 days. I know the yeast can still clean up some by products and stuff. Can I rack to a secondary now? (its been a week and a half) I haven't had activity in a week...
 
You don't have to even use a secondary if you don't want. I rarely do but I do leave it in the primary close to 3 weeks and cold crash.
But if you want to move to a secondary, a week and a half should be no problem.
