I'm borrowing a kegging system for my wife's boss. He said he hasn't used it in awhile and will split the cost of the tank refill and also would like somebody to make sure the tank is still safe (not leaking).

I live near Grand Rapids, MI. Are there any fellow brewers in the area that keg and can tell me where I can get it tested and filled?

Try a welding shop or Fire Extinguisher store. They often have the capability to refill. They may also just swap out the old tank with an "in-date" tank and have you pay a small hydro fee.
 
My advice is to exchange the tank.

They may or may not charge you a hydro fee. None of the 3 places I've exchanged tanks so far have ever charged me a hydro fee for an out of date tank.

If you go to have it re-filled instead of exchanged, you will have to have it hydro tested...
