Some state laws prohibit discounts on alcohol, or restricted discounts unless to everyone (so discounts only certain people, like a membership discount, aren't legal). So merch or food may be the only options.

Of course even in states like that, or where it's member only, places have rung it up for the whole tab/party regardless of the law/fine print. Depends on the estalishment/server.

Exactly. Buddy of mine used to be a server in HS in Illinois. If something was screwy and they wanted to comp a patron, they could comp the food without any problem, but not alcohol. Other jurisdictions have restrictions that don't allow "happy hour", the discounting of alcohol during certain hours.

Liquor laws are arbitrary. This might not be an AHA thing at all. It might be complying with state/local laws.
 
There are many AHA discounts that are not on beer/alcohol. Some breweries give a free glass, some discount swag, others food. While the most desirable perk is on beer, I t’s all good.
 
Many places keep separate accountings of food and alcohol. In some jurisdictions, it's required by law, such as licensure requirements of a business to have a minimum percentage of food sales to obtain/maintain their liquor license. Legal issues notwithstanding, it could simply be the participating business choosing to keep the discount in one area.

The tax they can't discount. And the gratuity shouldn't be discounted (tip your waitstaff based on the full amount, ya cheap b***ards).
