Just about anyone who has dry hopped has had this problem. A while back Yooper inspired me to change my process a little bit.

Previously I had rocked the fermenter twice a day for the final 4-5 days of fermentation. Here's what I did for my last 2 batches and had NO hops floating at bottling time:

15 day total fermentation, primary only
Dry hop on day 6 @ after I've ramped my temperature from 66 to 72 over the previous 3-4 days.
After 4 days dry hopping at 72, I dropped the temperature to 66 for the final 5 days of fermentation.

Similar to cold crashing, but not as much of a drop. Still gets the hops down though.
 
I've always had this problem and used the same technique to get them to settle...tried this on my last ipa and it worked flawlessly.
 
I wouldn't consider it a problem. It's actually a good thing because at least they are getting full contact with the brew instead of digging themselves beneath the yeast trube. If you are afraid of getting the hop particles in you keg or bottles when syphoning it, I suggest putting some sort of mesh or nylon at the end of the syphon hose and attaching it with an elastic. Obviously make sure everything it clean and sanitized. What I usually do is go to the dollar store and buy these nylon bags which are meant to be used for party favors... lol
 
I've had issues with getting the pellets to sink as well...hop bag and two marbles does the trick nicely. Tie it off to the top of your airlock or carboy and you have a perfectly suspended dry hop, nothing floating on top and nothing in the trub
