Ok, my doppelbock has been lagering now for 4 months. It is high on the ABV at 9.5%. I am going to bottle it.

Should I add in yeast at bottling? My concern is the high abv plus the time it has been lagering at 30 F has decreased the yeast so that carbonation in the bottle wont occur.

After bottling it, should I let it bottle condition and carb at room temp? My house is kept around 75F.

There's probably no need to add yeast. Just stir up a little sediment at the bottom of the fermenter while you're racking it to your bottling bucket. The yeast will still have plenty of life in them, they just need to be fed.

If you're worried, you can add a little bit of dry yeast (less than 3 grams is fine) to your bottling solution, and then rack your beer on top of it.

Let the beers sit at room temp for 2-3 weeks and check them. Higher alcohol beers tend to take a little longer to carbonate, so don't worry if it's not carbonated after 3 weeks.
