Defective KegCo regulator or operator error?

I'm in the final stages of a keezer build, but I've been unable to get this regulator to work. It is a Kegco brand secondary regulator meant to facilitate having 4 kegs on at different pressures simultaneously. So, I have my CO2 tank with it's regulator outside of the keezer with a gas line ruining through the collar to the secondary regulator. I have confirmed CO2 is making it this far but it does not appear to actually be entering the secondary regulator. The gauges do not move, nothing comes out of the pressure release valves when pulled, and no CO2 makes it down the gas lines going to the kegs. I have checked to ensure all the valves are open. Does anyone familiar with this regulator have any ideas? I emailed KegCo's customer service last week but they haven't gotten back to me.
 
What pressure is the primary set to? I've read about secondarys not working with too low of input pressure.
