Firstly, If i am adjusting a receipe to suit my efficency, would i only adjust the base malt or base and specialty? i.e %, to allow for balance.

Secondly, what are the best base malts to toast? Best way to toast and how much on average? what should i expect for different toasting times and temps?

Depends on your brewing technique and your efficiency. I would search the site for how to calculate your efficiency first and then once you know what your average efficiency is over the course of a few beers, then you can adjust your grain bill to suit. You'd probably only need to adjust your base malts.

The best base malts to toast also depends on what you're trying to accomplish. If you're just beginning toasting your own malts, i'd suggest you search again on how to do that properly. I'd begin with 2 row at 350f for 30-40 minutes spread on an even layer on a cookie sheet. There are resources that will tell you approximate time and temperatures for the desired amount of crystal malt you're trying to achieve. Also, make sure you do two things: taste your malt so you become familiar with the flavor profile of different toast levels and make sure you let your toasted malts sit for a week and de-bitter a bit before you use them.
