Yet another question,
I just bought two ball lock cornies on Craigslist. One came with a piece of vinyl tubing attached to the co2 "in" post with a piece of solid steel on the end that plugs into the tube through a barbed end. I have never seen or heard anything like this before and I don't know what it is intended to do.

Any help would be appreciated.

Could it be some kind of aeration stone?
 
Looks like a CO2 diffuser. The CO2 gets pushed down the tube and fizzes up through the beer, carbonating it faster than it otherwise would.

I'd probably replace the tubing...don't know how sanitary the diffuser is, or how to clean them.

If it is stainless steel you can boil it - best way I think. Then soak in some sanitizer prior to use.
 
+1 on the diffuser stone. I've though about doing this for my soda water kegs. You could just pull the tubing out.
 
It's made that way. It's a safety auto relief only. No manual purge. I have some like that and some without ANY relief at all. Just push on the gas in poppet valve to vent.

If he leaves the tubing and carbonation stone on the gas in pushing the poppet isn't going to work...
