the line on my co2 gauge is 5/16 inside dia. and ive only used it for commercial beer kegs. i am adding a second gauge to add a corny keg that has a 3/8in dia barb on the gauge to the 3/8 barb on the keg. my question is can i change the fitting on the tap and the first gauge for the commercial beers to 3/8 so all the line is the same size?

I just put my 5/16 line over the 3/8 barbs. Just heat it up in some warm water, (I nuke the water in a pyrex dish for a few minutes, then dunk the end of the hose in it for a few seconds). It will go over just fine....

If you don't want to, then no worries. CO2 lines don't need to be "balanced", as the pressure drop over them is nothing to worry about.
 
Some taps you can't change because the barb is part of the shank. Otherwise, no problem changing them. No need to either, CO2 line isn't something you replace unless a keg backs up.
